David Carroll, Executive Director

David Carroll is a nationally recognized expert on the standards and methods for the delivery of right to counsel services, with more than 15 years of providing technical assistance to policymakers at the federal, state and local levels. He has led numerous research and evaluation projects, authored several papers and reports, and has testified on right to counsel issues before a number of state legislatures and the U.S. Congress. His work has brought him to all but two of the nation’s 50 states.

Kathryn Ali is an associate in our Washington, D.C. office, advising clients on complex civil litigation matters at the trial and appellate level. Kathryn has considerable experience with class actions, and litigates in a broad range of areas, including products liability, mass torts, litigation under the Telephone Consumer Protection Act and other federal statutes, contract disputes, and trademark and copyright claims.

Kathryn is also a major contributor to the firm's pro bono practice, litigating civil rights cases that have received national recognition. She is currently serving as the firm's senior associate-in-charge of U.S. pro bono. Kathryn has worked on numerous capital cases involving extensive proceedings in both state and federal court, including the U.S. Supreme Court.

Prior to joining Hogan Lovells, Kathryn served as a law clerk to The Honorable Robert G. Doumar of the U.S. District Court for the Eastern District of Virginia.
