Jennifer Trock is a partner in Baker McKenzie's International Commercial Practice Group and Global Aviation Group in Washington, DC. She co-leads the Firm’s unmanned aerial systems focus team and chairs the ABA’s Forum Air & Space Law’s Drone committee.

Practice Focus

Jennifer routinely advises domestic and foreign airlines, airports, aerospace manufacturers, travel distribution clients, and corporate entities on complex aviation-related regulatory, aviation safety, litigation, enforcement, commercial and financing matters. She has also handled all types of aviation-related regulatory issues, including matters before the US DOT, FAA, TSA, NTSB and PHMSA.

Jennifer has extensive experience in foreign and domestic airline licensing, airline restructuring and citizenship requirements, airline route proceedings, appellant matters, international aviation (including bilateral air service agreements), public-private partnerships (including for US airports and infrastructure), corporate aviation, airport grant assurance and compliance, travel distribution and global distribution systems, rulemakings, M&A transactions, Part 77 obstruction evaluation, aviation safety and accident investigations.

Representative Legal Matters

Prior to joining the Firm, Jennifer handled the following matters:

  • Represents clients in connection with public-private partnership initiatives at major airports in the US.
  • Represented Aerostar, the winning bidder in the privatization of the Luis Munoz Marin International Airport — the first major US airport to successfully go through the FAA’s Airport Privatization Program.
  • Advised UAS clients on an array of regulatory and commercial matters, including commercial and recreational use of UAS, Part 107, non-standard operations of sUAS and large UAS, testing and experimental certification matters before the FAA, and in connection with public aircraft operations.
  • Served as outside counsel to Japanese battery manufacturer GS Yuasa regarding FAA, NTSB and JTSB investigations, claims and other matters arising out of Boeing 787 Dreamliner incidents and grounding.
  • Represented foreign and domestic airlines in aviation regulatory matters, including licensing, route proceedings, antitrust applications, certification, enforcement, compliance, restructuring and corporate matters.
  • Counseled real estate and energy clients on FAA Part 77 obstruction evaluation requirements for development near airports.
  • Represented charter operators and Part 380 charters in an array of FAA and DOT matters.
  • Represented aircraft lessors in FAA regulatory matters.
  • Advised corporations and private individuals on corporate flight departments, Part 91 operations, time-share agreements and executive use policies for corporate aircrafts.
  • Represented online travel agents, ticket distributors and global distribution systems in a variety of regulatory and enforcement matters.

Ken Quinn is a partner in Baker McKenzie's International Commercial Practice Group in Washington, DC. He is also the Global Chair of the Aviation Group and co-chair of the Unmanned Aircraft Systems multidisciplinary team.

Ken is former chief counsel to the US Federal Aviation Administration (1991-93) as well as counselor to the Secretary of Transportation (1989-91) and senior advisor to the Office of the President-Elect in 1988. He has also served as general counsel and secretary to the Flight Safety Foundation for the past 14 years. He is a Fellow of the Royal Aeronautical Society and counsel to its DC Branch.

Practice Focus

Ken acts as litigation, regulatory, enforcement, antitrust and commercial counsel to several domestic and international airlines, aerospace companies, lenders and lessors, private equity and hedge funds, online travel and social media companies, developers, and other aviation companies.

Representative Legal Matters
  • Representing Delta Air Lines in litigation in DC Circuit, 5th Circuit, Northern District of Texas, and FAA in a dispute with the city of Dallas and Southwest over gates and flights at Love Field.
  • Representing one of the world’s largest social media companies in projects involving Unmanned Aircraft Systems.
  • Advising high-technology companies on manned aircraft systems using drone technology.
  • Served as principal outside counsel to Japanese battery manufacturer GS Yuasa relating to FAA, NTSB and JTSB investigations, claims and other matters arising out of the Boeing 787 Dreamliner battery incidents and grounding.
  • Representing private equity and hedge funds on airport public-private partnerships, including Aerostar, the winning bidder and a 50-50 partnership of Highstar Capital and Mexican airport holding company ASUR, in the groundbreaking P3 for long-term lease and management of Luis Muñoz Marín International Airport in San Juan, Puerto Rico.
  • Representing a coalition of large aircraft lessors on aircraft transferability issues.
  • Representing several developers in airspace hazard determinations.
  • Preferred provider of legal services to aircraft lessor GECAS for over a decade.
  • Represented Bombardier and Learjet in certification, litigation and enforcement matters.
  • Represented several companies in matters involving the commercial use of UAS, including the first grant of a night-time commercial drone operation.
