Christine Coats is Vice President of Legal Operations at Oracle, reporting directly to Oracle’s Executive Vice President and General Counsel Dorian Daley. Oracle offers a comprehensive and fully integrated stack of cloud applications and platform services.

Before joining Oracle, Coats spent the majority of her nine years at Symantec as its Chief of Staff. In this role, she oversaw the centralized operation of its legal and public relations teams. Coats was also responsible for executing significant expense reductions through preferred outside counsel programs, as well as implementing an e-billing and global enterprise contract management system and a company-wide records retention policy and program.

Prior to Symantec, Coats held a variety of financial planning and analysis (FP&A) positions, including software business controller and division consolidation manager, during her 21 years with IBM’s software and hardware divisions.

She currently serves as CFO Ex-officio and board member of Leadership California, a network of accomplished women leaders dedicated to advancing the leadership role of women in California. Coats is also on the leadership team of the CLOC organization performing the CFO role and is a member of the Thomson Reuters Client Advisory Board.

Coats holds a bachelor’s degree in finance from the University of Wisconsin-Madison.


Jeff Franke is a member of the Executive Team and the Board of Directors of the Corporate Legal Operations Consortium (“CLOC”), a nonprofit comprised of more than 500 global corporations.  A founding member of CLOC, Jeff serves as its Corporate Secretary, handles its legal matters, drives all content development for CLOC’s annual Institute, and supports other operational matters and strategic initiatives.

Prior to CLOC, Jeff was the Chief of Staff to the General Counsel and Sr. Director of Global Legal Operations at Yahoo, Inc. 

Jeff’s role at Yahoo included strategic and financial planning and management, technology implementation, vendor management, department communications, knowledge management, electronic-billing support, contract management, data analytics, eDiscovery support, and a broad array of cross-departmental issues.

Jeff’s prior roles include working in the legal departments at Sun Microsystems, Inc. and Oracle Corporation.  Jeff received his JD, MBA and BA from Santa Clara University.

With more than 20 years of experience at major high-tech companies and in private practice, Jeff’s experience includes technology licensing, commercial transactions, commercial litigation, open source licensing, product and M&A technology due diligence, and legal operations.


As Chief of Staff and Sr. Director of Legal Operations at NetApp Inc., Connie Brenton has leveraged her legal and business background to create an innovative and best in class legal department that has been recognized internationally for its innovation in the areas of strategic vision, technology adoption, new staffing/sourcing solutions, partner and financial management and building efficiencies by driving world class operating metrics.

Prior to NetApp, Connie served as Senior Director, Deputy General Counsel at Sun Microsystems and Managing Counsel at Oracle where she also initiated the Legal Operations role. Before joining the Legal Operations community, Connie was in private practice as a civil litigator.

Connie has been active in developing and promoting the Legal Operations role throughout the business and legal communities. She is the Chief Executive Officer and Chairman of the Board of the Corporate Legal Operations Consortium (CLOC), the world’s largest, fastest growing and most active international group of legal operations professionals, growing its membership from 40 to 1800 in less than three years. She publishes on the topics of the changing legal ecosystem and legal operations and speaks internationally on the topic of “Running Legal like a Business.”

Connie holds a JD, an MBA and a BA in Economics. She was named as one of Corporate Counsel's National Women in Law in 2018, honored as one of the 100 Women of Influence in Silicon Valley for 2014 and was selected as one of the top 10 Deputy General Counsel in 2012.
