A senior technical engineer, Wert is responsible for the development and technical evaluation of traditional and renewable energy projects throughout the U.S. With more than two decades of experience, he brings a practical project knowledge in financing, development, and structuring of public and private energy projects. He is a national expert in the planning, development, design, construction, and operation of membrane treatment, anaerobic digestion, and renewable energy projects.

As co-chair of the firm’s environmental practice group, Andy Levine is focused on cultivating and expanding the energy economy in the mid-Atlantic region and beyond.

Having started his career litigating multimedia enforcement cases against refineries, pipelines and solid waste companies, he was soon recruited by Waste Management to implement the very types of programs at issue in many of these cases. While at Waste Management, Andy oversaw landfill and transfer station expansions, permitting and compliance throughout the Eastern Seaboard, and also developed the strategic landfill gas-to-energy program that formed the basis for his current energy practice in natural gas.

As an experienced deal architect he maximizes his clients’ ROI in constructing and operating energy and environmental infrastructure projects, obtains the best possible financing and tax treatment, and evaluates the most advantageous deal and organizational structure. He also finds the most strategic means for environmental compliance and permitting, with a keen focus on the clients’ business development plans, and most of all, the bottom line.

Francine Thornton Boone is Special Counsel, Commerce and Regulatory Compliance, for the Southeastern Pennsylvania Transportation Authority (“SEPTA”) Office of General Counsel—Corporate Law.  In this position, Ms. Boone serves as lead in-house counsel on all Energy and Sustainability projects. Her work includes the award-winning Wayside Energy Storage System (expansion) project; the RINs project for electric trolley buses; the SEPTA solar PPA; and the off-site renewable energy project. Ms. Boone negotiated and provided legal counsel on SEPTA’s Guaranteed Energy Savings Agreements and ESCOs for energy conservation measures (“ECMs”) located at commercial, office, and industrial properties, including a CHP Plant, and on vehicles (LED/lighting).  Ms. Boone also serves as lead counsel on commercial, construction, real estate, tax, and business transactions throughout southeastern Pennsylvania. 

Prior to joining SEPTA, Ms. Boone served as General Counsel of SBG Management Services, Inc., a company that owns and manages approximately 1,000 multi-family, retail, and commercial units/properties in the Greater Philadelphia area.  Ms. Boone held dual positions of Co-Managing Partner and General Counsel for Boone Properties, LLC; its portfolio has included office, retail, and multi-family assets.  Previously, as Associate General Counsel for Drexel University and lead counsel for real estate and commercial matters, Ms. Boone litigated zoning and tax appeals, drafted construction and real estate documents, and advised on public finance, non-profit, and business-related issues.  She served as an attorney in the Major Business Tax Unit of the Philadelphia City Solicitor’s Office, where Ms. Boone achieved an extremely high success rate in litigating matters to judgment.  As a Senior Regional Attorney for the FDIC (New York, NY), she handled numerous cases of “first impression” on “closed bank” issues and negotiated multi-million dollar workouts with large developers.  Ms. Boone served as the Real Estate Tax Manager for The Stop & Shop, Cos., Inc. (Boston, MA), which then held a real estate portfolio of nearly $1 billion, including supermarkets, shopping centers, and discount department stores, from Maine to North Carolina. 

Ms. Boone graduated from Temple University School of Law and Hampton University with Honors.  Ms. Boone received the “Lawyers of Distinction 2018” Award for “Excellence in Corporate & Transactional Law”, received The Philadelphia Tribune “Women Achieving 2018” Award, and received the General Manager of SEPTA’s “Employee Recognition Award” (June 2018).  She resides in Philadelphia with her husband and has two adult daughters.
